Good Evening [Morning] Folks.....

Sorry for the late notice on a few of these points but like some [many] of you I will be out on the diamond myself tonight (Friday that is)....

1) Keep in mind that many of our leagues are heavy into the play-off season and they have 'chosen' to wave their mercy and/or time limit rule. Also confirm what the rule is on a tie after the last inning...ties are OK or we must determine a winner. If so, when do we start the international tie-breaker - in the 8th as per Softball Canada or ..later ? Important discussion at the PRE_GAME meeting !!!

2) If we experience rain or a wet field (tail-end of Hurricane Gustaf) - DO WHATEVER YOU CAN TO GET THE GAME IN - delay the start time - ALLOW THE TEAMS to PREPARE / CLEAN-UP the FIELD.

3) Some of the Tournaments this week-end have special 'operating rules' rather than the regular league rules .... AGAIN discuss at the PRE-GAME meeting. Be lenient (not over officious on those leagues that normally do not use umpires (i.e. Hi-Tech and Nortel). In other words use COMMON SENSE and GOOD JUDGEMENT !!

4) Special request from the 'one of our SP Leagues' - REMEMBER to enforce the Zero Tolerance on Jewelry and check for Illegal Bats. Carry over from 2007

5) And finally for your own personal interest DO NOT forget to submit your PAYSHEETS for August ... don't forget to mark 'extra innings'. However, since we [George] is experiencing a flurry of activities both this week-end and well into next week....because we have another busy schedule next week-end. George's focus will be on finalizing assignments rather than processing your cheque and also keep in mind that we are finalizing our final invoices with the leagues to 'jive' with your paysheets (I.E extra innings, rain-outs, a single assignment turns into two assignments because of an 'if necessary'). I trust you appreciate the extra effort that is required at this time of year to balance the books.

6) Availability for Sept 12-14 - another BUSY week-end - check with George to confirm [update] your availability and pick-up your assignments. Please be pro-active.

7) Stay tuned for announcements about the year-end banquet...tentative date is Saturday Oct. 18th

As you may or may not know we are holding a Special Olympics slo pitch tournament on Sept. 20th. I am approaching SPN umpires here for the tournament on Sept. 20th. due to a shortage of carded umps from Softball Canada locally.I am not sure of what type of response I will get as the individual I contacted did not sound too encouraging, but I am hoping. I currently have 7 fast pitch umpires who will help me out, but of this group only 3 have ever done slo-pitch. I don't know if the fast pitch umpires will take part because of the insurance issues with not being carded for slo pitch. In case I run short of umpires I was wondering if you could contact some slo pitch umpires from Ottawa to see if they could help me out if necessary. I would cover their transportation costs here but there is no game fee being given out. This is being done for a charitable organization and as such we will not be charging for games. Lunch will be provided for this fun 1 day event. If anybody has a strong desire to come down I know I can fit them in.

Once again, the TREND-ARLINGTON MENS FASTBALL LEAGUE ( T.A.M.F.L.) have asked used to officiate their play-off round. Below you will find their local league RULES & REGULATIONS - A few changes for 2008 !!

All games are played at the Trend-Arlington ball diamond, BELLMAN DR. NEPEAN (First Traffic Light North of Police Station on Greenbank Rd.)

Games are played Mon, Wed. Double header games shall start at 6:30 PM and 8:30 PM. There is no Round Robin this year. All games must declare a winner. Single games shall start at 7:00 P.M. (depending on availability the game may be scheduled for a later start time). Rained out games “may” be rescheduled to Thur.

The league plays by the rules governed by the Softball Canada Rule Book except:

Hello Ottawa Blue

Starting to recover from the Midget Boys CC in Brantford. It was a great crew with guys from Newfoundland to British Columbia. Our favourite brand of beer was COLD. Everyone got along real good. Amazing how 12 people from across Canada can work a game together from the get go.

The teams were great and well disciplined. Not one instance of language or rude behaviour. Lots of good memories.

Thank you for the financial donation, it was greatly appreciated. Also, local companies and towns donated hats and pins. The Arnprior and McNab-Braeside name is across Canada.

I would like to thank all who helped me practice the three and four man systems. It made the week easier.

Good morning folks,

I was brought to my attention, by George, this week that the league fees posted on our website and in George's database did not correspond to some of our negotiated Letters of Understanding. Some of the fees were what we planned to negotiated versus the final agreement. So I've adjusted the fees and posted a new version - I've highlight the leagues in question.

The good news is - some of the fees are higher - the bad news - some of the fees are lower.

With that said, George will make the necessary adjustments on our next cheque, where necessary

Boston Pizza and Dedication Day

The Orleans Rebels junior women's fastball team is in the 2008 Junior Canadian Softball Championships in Prince Edward Island in August! This accomplishment marks only the 3rd time a team from the Ottawa area has qualified for a National Championship. All of our Rebel athletes are either post-secondary students or pursuing careers in their fields now and, as such, are juggling numerous financial pressures to continue to play this sport at such a high level. They have been given the time off work by their respective employers to travel to participate in the event but are still actively seeking sponsorship to help them afford the trip.

On Wednesday July 30th, please join us at Boston Pizza on Innes Road between 4:30 and 7:30 and Boston Pizza has generously offered to donate 10% of the profits of all food and drink to our Rebel athletes.

After Dinner, follow the team down to Pierre Rocque Park and watch them compete in our last game in Ottawa before we head off to Nationals. The game will take place at 8:30 at Pierre Rocque Park.

Each athlete has dedicated this game to a person who has helped them in their athletic career and made a significant impact in helping them achieve their goals. It promises to be a special night and we hope that you can join us!

Good Morning - Finally got around to forwarding two rulings from Softball Canada / Softball Ontario .... interesting cases - eh !!

1) Replacement Runner - Wrong Base

Play: R2 (catcher ) 2 out--coach uses replacement runner--who goes to 3rd base --a pitch is thrown --then def. coach questions ump. re. situation--what is proper call--is this an appeal situation ???

2. Forfeit an out

Play: .... Rather than have his batter go to the plate, the coach of the Team A told the umpire that he was "forfeiting the out". This was done to ensure that time would not run out as Team B had to then come to bat which continued the game past the 1 hr 30 min time limit. Team B still won the game (6-3) .... How can a coach be allowed to "forfeit" an out? ..... . If you take this to the extreme ... if a game is close and it is near the end of regulation time, what is to stop a coach from forfeiting three outs ...."

Good Morning Folks, I've been a little delinquent on getting info out lately so here is a number of items that surfaced lately (within the last week).

1. Pay Sheets / Availability - As usual only a few of us (less than 50%) have submitted our availability for the month of July. As for the Paysheets, it's time to submit your sheets for June; - reminder - you pay cheque is processed only after you submit your pay sheets.

2. Incident Reports - I know I keep harping on this BUT please file a report even if it is a simple eMail and remember the original goes to the Discipline Committee with a copy to me for safe keeping.

3. Illegal Bats - Just in case you haven't been to our website lately (eouaeval.googlepages.com) I created a new page for Illegal Bats...I'll keep track of ALL illegal bats reported -- HINT - REPORTED (Here is a prime case for a SIMPLE eMail). The list will be updated as I collect the info. ALSO NOTE THAT the ASA as updated their bat list as of July 3rd I've attached the two pager - the link is available on our website.

4. Umpires to Canadians - The following Umpires will be traveling to Canadian Championships - A special CONGRATULATIONS to Paul Colotelo (Midget Boys) and Sal Gara (Junior Mens) form Zone 10 and your fellow blue in the EOUA !!

New TV Channel - Canadian Amateur Sports Network

That’s one of the reasons why our work together in support of the Canadian Olympic Committee’s CRTC applications for English (Canadian Amateur Sports Network - CASN) and French (Réseau du sport amateur canadien - RSAC) television broadcast licenses is so critical.

These licenses would represent a major benefit to amateur sport and provide a range of new opportunities across our sector. These new channels would dramatically increase the profile of our athletes as well as provide significant funding for amateur sports bodies in Canada.

The COC has asked for a mandatory status for these French and English channels, which means that every household in Canada would have access to them. This would give our athletes and our coaches - at all levels – the kind of television exposure that reflects Canadian’s interest in sport.

Mornin' fellow blue, It has come to our attention that not all our members are enforcing one of the 'new' rules this year at the RA - possibly because of 'lack of knowledge' or 'lack of clarity' - that's the problem with judgement calls. To help us (both umpires and players) the RA has provided the following amendment.

Hope this clears up some of the confusion.

2008 Softball League rule amendments

Slo Pitch / 3Pitch - both 1 game and 2 games a week

House rule 10.1

“A batted ball that hits the pitcher will result in an automatic out; including sharply hit batted balls that may hit the ground prior to hitting the pitcher. The play will be ruled a dead ball and the runners will not advance.
If, in the umpire’s judgment, the pitcher made an attempt to field the ball versus trying to protect themselves, the play will be ruled ‘live ball’, and runners may advance at their own risk.

Umpire’s judgment will be final!

There are 3 important parts of this rule:

The ball must strike the pitcher - if they jump out of the way and there is no contact, play continues.
The pitcher must be acting in self defence and not be in the act of fielding the ball
It does not matter what the skill level of the pitcher is, if they are hit while trying to defend themselves, the batter is out and the play is dead.

Suggest you print this off and bring it to the diamond with you so there is no confusion by either team.

I was informed on Wednesday evening (and again yesterday) that one of our close friends within the umpire community lost his father. Stan is a regular supporter and one of the few fans of the 'Blue Crew'. Some of us have had the honour of meeting his Dad, Joseph, at various functions and tournaments over the years.

On behalf of the EOUA, our heartfelt condolences to Stan, his sister Kathryne and their extended family.

BANVILLE, Joseph Jules WWII Veteran Peacefully at the Montfort Hospital, on Wednesday, June 18, 2008 at the age of 85. Predeceased by his wife Kathleen (Kitty) Banville (nee Somerfield). Loving father of Kathryne and Stanley. Brother of Glenna and Dorothy Binnie. He will be sorely missed by his daughter and son and his hunting buddies and friends at the Five Star. Joe served in the RCAF during the Second World War and received the Star of France, Star of Germany, Defence Medal, Canadian Volunteer Service Medal and Clasp, War Medal, the Canadian Forces Decoration and Clasp, Operational Wings and the Wireless Operator Air Gunner Badge. Family and friends may visit at the St. Laurent Chapel of Hulse, Playfair & McGarry, 1200 Ogilvie Road at the Aviation Parkway on Sunday, June 22, 2008 from 6 to 9 p.m. and on Monday, June 23, 2008 from 10 a.m. until Service Time in the Chapel at 11 a.m. Donations to the Canadian Cancer Society or the Ottawa Heart Institute in Joe's memory would be appreciated by the family.

9. An "intentional" walk on a man (4 consecutive balls without a strike) that is followed by a woman on deck will allow the women stepping up to bat to choose the following: a) take 1st base or b) go to bat.

Will NOW READ AS:

9. If a batter (Male or Female) is walked INTENTIONNALY, by this I mean the catcher actually moves over to catch the ball outside the batter's box, then the next batter (Male or Female) is AUTOMATICALLY given the walk.

I have been advised by the city of Ottawa that due to an increasing number of youth disturbance complaints, Ottawa police, bylaw and City of Ottawa officials have announced they will work together to increase the flow of information between their agencies. Neighbourhood officers will work with bylaw officials and regulatory services and corporate security staff in order to respond mainly to complaints involving alleged criminal activity, disorder and threats to public safety.
Officers will also increase bicycle patrols in parks during summer months.
Meanwhile, bylaw officers will patrol parks and enforce noise complaints, restricted access to parks between 11 p.m. and 5 a.m. and other bylaws.

You as a committee had a vote and agreed that the pitching style in our league is conventional orthodox . As it states in our constitution
Which you all have, “ orthodox pitching is to be observed , windmill , whip or semi- whip pitching will not be allowed. “
This regulation can be found in article 21 of your constitution. George, please have the umpires in force this rule. There are a couple of teams who are not respecting the constitution that we all agreed upon.

The following memo was posted in the ASA June Rules question and answers.

Rule 3 Section 1 The Official Bat.
Questions on legal or illegal bats are a constant source of inquiry and keeping everyone updated is an on-going task. The Equipment Testing and Certification Committee is doing an outstanding job in keeping abreast of ever changing technologies in softball equipment. They are very helpful to our umpires by sharing information as quickly as possible. An item of interest for this month is the Mizuno Orange Crush bat. There are models bearing the same model number of MZC-4. One has the ASA 2000 Certification stamp on it and is approved by ASA. The newer version, just recently introduced to the market, is on the Non-Approved list, does not have any ASA certification mark and is NOT APPROVED. The non-approved version has a clear graphic distinction with the word “Original” on the bat.

Please share this information with umpires in your provinces and Territories.

Just thought I'd remind you of a couple or more things....

1. PAY SHEETS for MAY - submit your Pay Sheets ASAP - and REMEMBER one sheet per week. Email or Fax directly to GEORGE.

2. AVAILABILITY SHEETS for JUNE - Folks that's right today is June 6th and your some of you have yet to file your AVAILABILITY SHEET for JUNE. We only had a handful about 50% last month - let's improve our stats for next month. Get them in early so George can start working on assignments

3. INCIDENT REPORTS - file them ASAP - please pay attention to ILLEGAL BATS and file a report so that we can get the word out - to the league and the other umpires so that we ALL can watch for them. Remember these reports cover all aspects of the game. I'm thinking of created a new GOOGLEPAGE just on legal bats that have been report - - league, team, date and of course the bat - player name if possible. Believe it or not there were only two Incidents last month - or - at least there were only two reported. Where are the rest - a short eMail will suffice.

4. PHONE LIST - An updated phone list is available our 'secret' googlepage any errors or omissions please notify.

TO EOUA Active Members:

Passing on the following REMINDER from the 'commissionaire' of the RA League (Mark Fish). The rule applies to ALL Slo-Pitch leagues at the RA.

Just want to clarify the 'new' rule we've brought in this year re. hitting the pitcher, for our sake the batter is out and runners do not advance.

However, if the pitcher makes an attempt to field the ball versus just trying to protect themselves from being hurt, the batter should not be called out. If it's a sharply hit ball that skips before making contact with the pitcher, the batter should still be called out.

We will allow the umpire some discretion in judgment.

RULE STATES: The pitching distance shall remain at 46 feet, rather than the 50 feet that is now the standard distance as per Slo-Pitch Ontario rules. Pitchers may pitch from within the pitching circle but must be on a ‘designated straight line’ to the home plate. ‘Designated straight line’ will ultimately be determined by the umpire, and the Umpire’s judgment will be final. If the Batter hits the pitcher, batter is out. Runners do not advance. The umpire's judgement will be final.

Therefore your interpretation is important it may be “if the pitcher was possibly put in peril of potentially getting injured” by the batted ball or "the pitcher was playing the ball with 'ordinary effort' versus 'self-defense'. IT's your CALL - and I guess I could add if in doubt - OUT !!

Couple of points of clarification and reminders.

As we all know many of the rules which we apply are for safety reasons. Here are two examples of why we need to enforce the rules - and we have the support of the association.

1. PITCHING DISTANCE - It has been brought to our attention that we have not been enforcing the pitching distance in the Parkwood Hills Softball Association League play (PHSA). This year the PHSA is applying the statndard Slo-Pitch Ontario pitching box. (i.e. 50 -55 ft).

This distance has been set for safety reason and we want it to be followed in slo-pitch divisions with no exceptions! I do not wish to deal with any severe injuries and we have had some close calls in past.

The only exception is in the Three-Pitch division where we have agreed to allow the pitcher to start from 48 ft BUT no closer.

Please enforce the rules and do not buckle to pressure of teams. THIS PITCHING

2. ILLEGAL BATS - In the Monday League B pool, please keep an eye on the Young Guns team as they have had a warning now on illegal bats usage and if caught again face disciplinary measures.

FINALLY - the applications of the above rules have been raised by the PHSA and our designated UMPIRE-in-CHIEF (Mike Zoryk).....BUT.....apply to all LEAGUES.

PLEASE ENFORCE them accordingly. Let's not what for an accident / injury to occur.

As we all know, we receive notes and messages from our Leagues on many subjects. We do the best we can handling these issues through our UIC representatives and the Executive committee. Many of the remarks we receive can be handled simply...some take a little more time, most of them could perhaps be eliminated. Hence the following idea, and request for your input.

We represent a number of Leagues throughout the Ottawa area. Some or all have there own independant rules, above and beyond Softball Ontario. We would like to find out your opinion on these different Leagues. Therefore we have an email address for you to communicate your thoughts, ideas, suggestions etc.

This email address is completely for the use of this " information gathering". The comments will be held in strict confidence, and in fact the remarks shared, will be compiled by an "ombudsman" who will prepare an independent report.

All of us have had the opportuntiy to work different Leagues... I am hoping you will reflect on these games and share your thoughts on how you see the League. Please keep in mind, we are not interested in comments such as.... that white team in such-in-such League does nothing but complain...especially the shortshort # 14. We are looking for constructive comments that will help both the leagues and the association....
example:
A) The ???? League is not wearing batting helmets, at the plate or on the bases.
B) The ???? League never starts on time because ....
C) The ???? League does not apply the International Tie Breaker Rule in the play-offs.
D) The ???? League waives the time limit in the play-offs - why?

I am hoping that the more info we receive on issues/concerns ...will allow us additional influence as we prepare for next year, particularly as it relates to negotiating League fees etc.

The following is an update on the ASA bat rule that we adopted in 2007. All bats with an ASA 2000 and 2004 label are legal unless the bat appears on the non-approved bat list. Rule 3-1a stipulates we are using the ASA bat standard. Rule 3-1 lists many of the criteria for a legal bat but it is important your teams and umpires are aware that some bats with the 2000 label are not legal.

EOUA-08-21- Rule Interpretations

PASSING ON the following Rule Interpretations from the ODC (Official Development Committee)

The following questions were submitted from BC, Ontario and Alberta

Play:

Situation/debate revolves around the Obstruction Rule and the obstructed runner 'being played upon". By rule we are to call "Time" when an obstructed runner is being played on by the defence. At what point is the obstructed runner considered to be "played on"? Do we only kill the play if the resulting call is "Out" or do we kill the play when the defence receives the ball and is attempting to put a tag on the runner?

Rule:

Last year the Obstruction rule was changed. The previous rule book referred to "when the obstructed runner was played on" but the new rule says to call the delayed dead ball and enforce the obstruction when the play has ended or when the obstructed runner is called out. Rule 8-7 b effect 7b 1. The play is complete when all play has stopped and the umpire has called "TIME" or "Dead Ball". Rule 1-21 a Note 1,2

Here is a couple of plays to clarify.

R1 R2. R1 is obstructed rounding second base after a base hit by B1. The ball is thrown to third base at which point R1 is called out, R2 is trying for home plate when the umpire called the ball dead after the out to the obstructed runner.

Rule-the umpire is correct in killing the play once R1 (the obstructed runner) is called out. The umpire must now decide base awards if any. If he feel R1 would have made third base if he was not obstructed he can award R1 third base. If he feels R1 would not have made third base he returns R1 back to second base because R1 cannot be called out between the base he was obstructed. The umpire then must decide if R2 was more than half way to home plate. If R2 is more than half way home award R2 home on the obstruction. If R1 is awarded third base R2 would automatically get home on the obstruction award. Rule of thumb for non obstructed runners is if they are more than half way to a base give them that base and if they are not more than half way return them to the base they came from unless they are forced due to an awarded base to the obstructed runner.

Above play R1 and R2. R1 is again obstructed rounding second base. The ball is thrown to third in an attempt to get R1 out. The umpire calls safe at which point the fielder throws the ball to home plate to attempt an out on R2. The plate umpire calls R2 out. The umpire calls "TIME" as the action is stopped. The base umpire steps forward and awards R2 third bas saying he would have achieved third without the obstruction.

Rule:

R2 is out on the play at home. The umpires are correct in allowing the play to continue until all action has stopped. R1 award to third base is umpire judgement so it is the correct procedure.

Play:

Is it O.K. and do we accept a coach verbally putting a substitute into the game from the bench and by hollering the change to you the plate ump? Actual situation. As a manger from a team is coming up to question the umpire weather a player was announced as a substitute the offending team manager yells the change from the dugout.

Rule:

If the non offending manager has asked or is in the process of asking the umpire about the substitute not being announced then it is too late for the manager to yell the change. If the manager has not asked and the offending manager realizes he has made a mistake and he can get the umpires attention then accept the change. It is not an acceptable change if the umpire does not hear the manager yelling the change to him because the onus is on the manager to report the change to the umpire. If the umpire does accept the change because he hears the manager's yell make sure the umpire calls the manager out and confirms the proper change and give the manager a warning future changes must come to him at home plate. (ODC Interpretation)

Question:

What is meant in the Rule book about a cleat screwing into the shoe as apposed to screwing on to the shoe.

Response:

As long as a cleat that came out of the shoe did not leave a post on the shoe and is not steel it is legal. The principal is the shoe has the female fitting to which the cleat is screwed into while the detached cleat has the male fitting (screw). In years past a lot of youth players wore soccer cleats which I assume is why this rule came into effect. Now with improved softball equipment and the popularity of the women's game it appears not to be a problem. The reference into the book about rounded metal cleats being illegal is for golf shoes with metal spikes and soccer boots with metal cleats. Theoretically the new plastic golf spikes would be legal as long as they do not exceed 3/4 inch.

Good evening folks The registration for level 3 clinic in Toronto on the 3rd and 4th of May is at 11 persons, will you please beat the bushes, make some phone calls, send some emails "one more time" to see if we can generate a few more interested folks to attend. This is one off most critical clinics for advancement with the umpires community, this will effect the future level 4's in 2010 and carry a huge impact on future Canadians (Championship), which I'm sure you are aware of the impact. Now that ball season has started in the south, it may be a little easier to generate some interest, thanks for trying.

Good Mornin y'all,

Mike Zoryk, UIC, for the PHSA, has been busy attending meetings and has asked us to circulate the following rule changes pertaining to Parkwood Hills Association. These rules apply to all divisions all leagues.

1. No bunting, no sliding out.
2. Defence must have minimum 4 females maximum of 7, 6 males total of ten. Offensive minimum 4 female batters any less constitutes an automatic out. No more than 2 consecutive male batters.
3. Distance between bases 65 feet. Pitchers plate at 50-55 feet. Pitcher can start on or behind plate.
4. Bases must be pegged down if cannot be pegged down base is removed from field and square drawn in.
5. No jewellry teams are warned before game if player comes to bat wearing jewelly they are called out, if jewellry is not removed after being called out they are ejected from the game.
6. Any foul tip caught is an out regardless of height.
7. Only 3 courtesy runners allowed per team per game
8. Courtesy runner can start from the plate.
9. One home run per team per inning anything after is an out only to be used on fenced fields.runners advance only if forced
10. Four (4) balls on Four (4) pitches is a walk runner goes to second male or female. Next batter has the option to walk or hit.
11. 3rd strike foul is an out.

Believe it or not it's time to book your calendar for the Spring AGM. Consider this eMail as your first official notification of the Spring Annual General Meeting. The AGM is scheduled to take place at the RA Centre on Wednesday, April 9th starting at 7:00 pm. The agenda will follow but we know we will be following up on a few things like:
Schedule of Fees - game fees, etc - as discussed at Fall AGM
Life Members - please provide me with nominations and a brief rationale; vote will take place at the meeting; award at fall banquet

Our President, Greg Johnson, has been busy contacting all the leagues and preparing for the upcoming season. Not only Greg, but a number of our designated UICs have already attended a number of meetings with the various leagues.

Finally, if you have any 'proposed' changes for the Constitution please forward them to me by March 11. Board of Directors will be meeting on February 19th to get ready for the Spring AGM, the upcoming clinics and discuss league fees and recent meetings/discussions with leagues.

I'm pleased to report the Mr. Dick Coleman was this year's receipient of the Jim Bradford Award (for Slo-Pitch). The award was presented in Toronto at the Awards Banquet held on Feb. 16th during Instructor-Evaluator's Weekend. btw .. Bruce Bierman was the winner of the FP Award.

This award is in recognition of Jim Bradford who was a long serving member of the Softball Ontario Umpire Program. Jim served as a clinic presenter, and umpire evaluator. He was truly an “educator” in every sense of the word.

Jim has left a positive, lasting impression on virtually every umpire in this Province. His sense of humor, his dedication to helping umpires improve their abilities both from the classroom and field sides of the game must not go unrecognized.

The “Jim Bradford Memorial Award” is awarded annually to a Softball Ontario FP and SP Umpire that best exemplifies the characteristics of leadership, educator, evaluator.

The individual(s) must demonstrate not only the above characteristics but truly show a love of the game of softball and in particular a devotion to the betterment of umpires across the Province.

As we can appreciate Dick is a deserving and worthy recipient. Here are few points that supported Dick's nomination:

The Jim Bradford award is about complete involvement in the umpire' program, from grass roots to the elite level. Giving back to the umpires programs as an evaluator, clinic instructor, tournament UIC, on diamond mentor, and working with the younger and new umpires (and much more) !!

It was suggested by his dear wife, Marge, that he go and find something to do in his spare time and he did, he has been involved in all capacities for over 20 years and constantly gives back.
- Deputy zone umpire chief for both games (slo-pitch and fast-pitch)
- he was a Fastpitch zone Umpire-in-Chief
- then the Slo-pitch Umpire-in-Chief
- Clinic instructor, for both games for many years
- Evaluator for both games
- He turned down two invitations to officiate at the women’s slo-pitch Canadian Championships, insisting we give these opportunities to other officials

Dick is always willing to help, locally, provincially, believes in our umpires program.

On behalf of the EOUA and all of Zone 8 (and 10) we wish to extend our CONGRATULATIONS DICK on being selected as the 2007 Jim Bradford award winner.

Issue:
Application of jewellery rule in consistent manner so that all umpires arrive at the same conclusion as to how it shall be enforced. Along with this is the applying of tape; is it acceptable? Should it be investigated? Nothing is heard more when it comes to this rule than "The other umps allow it: you're the only one that calls it: the league doesn't enforce that rule: it doesn't come out: just this once allow it and on and on it goes"

Background: AGM April 6,2005 Item 8.7
Consistency in Applying Rules – There is genuine concern that we are not applying a consistent standard each and every night; each and every game particularly from umpire-to-umpire and league-to-league.. Notably, in the application or enforcement of rules such as, jewelry, smoking, attire, local rules, umpire abuse, etc. Either we tell the leagues what we are going to enforce or they tell us what/how they want it enforced (within reason of course). This may require an amendment to the Letter-of-Understanding with the leagues. We must lay the groundwork and continue to apply the 'intent' of the rule in a professional manner within a consistent standard.

Incident:

Specifics-
Slo-pitch co-ed game – non-competitive in nature.
Local rules: Defensive Team: Minimum of four (4) females on the field Offensive Team: All batting orders must alternate one male, one female. In the batting order, less than four females will result in an automatic out in the missing persons position. Defensive positions MUST be left vacant. Home team has only two females and the visiting team has three. Visiting Team female has stud in her nose and is advised to remove it before playing or she will not be allowed to participate. She indicates that the stud cannot be removed but removes it, much to her disapproval. Home Team female has a ring through her upper ear and is advised to remove it before playing or she will not be allowed to participate. She proceeds to cover it up with tape. Game commences with the visiting team coach drawing notice to the tape on the ear. After discussing the application of this rule, "is for the safety of all participants" and if he would like I could cancel the game. I mentioned that I was there for them and to officiate the game. What he decided I would relay back to my people to review with league officials with the hope of seeking clarifying for future games.

Definitions:

Clarity n: free from obscurity and easy to understand; the comprehensibility of clear expression.

Continuity n: uninterrupted connection or union Due diligence n: such diligence as a reasonable person under the same circumstances would use: use of reasonable but not necessarily exhaustive efforts called also reasonable diligence

Code of Conduct:
Under the "Fair Play Code for Officials" found prior to the introduction in Softball Canada Certification Manuals item #2 reads as follows: "I will avoid or put an end to any situation that threatens the safety of the athletes." Rules: FP/SP Rule 3 Sec. 10 Jewellery
a. Exposed jewellery such as wristwatches, bracelets, ant type earrings, neck chains, or any other item judged dangerous by the umpire, may not be worn during the game.
b. Medical alert bracelets or necklaces are not considered jewellery.
EFFECT: Sec 10. If a player is requested by the umpire to remove jewellery and they refuse, the player will be removed from the game and ruled ineligible.

Options:
1.The various leagues indicate to the Umpires Association how they would like this enforced on an A – Z sliding scale. Stipulating what is acceptable or unacceptable i.e. Armstrong Cancer bands, cloth type wrist bands, nose studs. The A – Z scale is best described as A = Anything goes with due diligence to Z = Zero (none) allowing only the obvious medical bracelets.
2.The Umpires Association applies the same approach from umpire to umpire, league to league
and night to night.

Opinions:

I would adopt/welcome either option as mentioned above but more specifically I would like either a due diligence approach. This would be to simply announce at the pre-game meeting "jewellery is not to be worn by participants" and should it not be adhered to which happens in
several of the leagues that we officiate for we would not be held accountable. I looked for text to the fact that umpires are accountable or liable but didn't readily locate any. The other approach would be a Z – Zero tolerance approach, enforces that nothing can be worn or taped with the only exception being medical alert items. This holds the possibility of alienating the EOUA and umpires from leagues and players.

Remarks:

Once again, my goal here is to seek "Clarity and Continuity" as it relates to FP/SP Rule 3 Sec. 10 "Jewellery" not only for the players but umpires also
